Eight Reform Priorities

IRRF Global seeks equal opportunity, social justice, quality education, accessible healthcare, merit and genuine empowerment through lawful, constitutional and evidence-based reform.

Reservation Based on Economic & Genuine Disadvantage

Public support should follow genuine disadvantage, not remain permanently dependent only on birth-based identity.

Reservation Should Be Based on Economic and Genuine Disadvantage

Greater importance should be given to economic condition, access to education, family circumstances, social disadvantage and geographic deprivation, so genuinely poor and disadvantaged citizens from any caste or religion can receive support.

IRRF Principle: “Support should follow genuine need — not merely birth.”

Review & Rebalance the SC/ST (Prevention of Atrocities) Act

Preserve strong protection against genuine caste atrocities while ensuring due process, equal dignity and protection from caste hatred for every citizen.

Equal Dignity and Protection for Every Citizen

IRRF recognises the historical purpose of the SC/ST (Prevention of Atrocities) Act and supports strong protection for Scheduled Caste and Scheduled Tribe citizens against genuine caste-based violence, humiliation, intimidation and discrimination.

At the same time, caste hostility can occur in different directions. IRRF’s concern is with the conduct itself, not with blaming an entire community. If caste hatred is wrong, it must be wrong irrespective of who commits it.

  • Genuine atrocities against SC/ST citizens should continue to receive strong protection, prompt investigation and speedy justice.
  • Where there is no immediate threat, arrest should follow a reasoned prima-facie assessment rather than operate automatically from an allegation.
  • Bail and anticipatory-bail procedures should balance victim safety with constitutional liberty and due process, consistent with applicable Supreme Court principles.
  • Deliberately fabricated or malicious complaints, once established through due legal process, should attract proportionate consequences while genuine complainants remain protected.
  • Victim compensation should remain available, but should be transparent, audited and connected to clear rehabilitation principles.
  • Government should examine consistency across compensation systems for atrocity, murder, rape, grievous assault, acid attack and other serious crimes, while allowing additional support where objectively justified.
  • Caste-targeted hatred, threats, unlawful incitement or legally actionable humiliation should receive effective protection irrespective of whether the victim is SC, ST, OBC or General Category.
  • Existing criminal laws against promotion of enmity, hatred and unlawful incitement should be enforced consistently regardless of the identity of speaker or victim.
  • Religious and cultural beliefs deserve equal legal respect. Legitimate criticism should not automatically be criminalised, while threats or unlawful incitement should not receive different treatment based on caste identity.
  • Government should publish anonymised annual data on registration, charge-sheets, discharge, acquittal, conviction, compensation and judicial findings of malicious fabrication so reform is evidence-based.

IRRF Principle: Historical injustice deserves protection and corrective action. Present-day injustice deserves justice too — irrespective of the victim’s caste.

Roll Back / Redraft the UGC Equity Regulations, 2026

Replace a caste-focused campus framework with one inclusive anti-discrimination standard that protects every student equally.

UGC Promotion of Equity in Higher Education Institutions Regulations, 2026

IRRF opposes discrimination in every form, but believes educational institutions should unite students around learning, merit, research, innovation and constitutional fraternity. A caste-focused regulatory structure should not unintentionally deepen caste consciousness, mistrust or conflict on campuses.

  • Do not implement the 2026 regulations in their present form; redraft them after broad consultation.
  • Create one inclusive anti-discrimination standard protecting SC, ST, OBC, General Category and every other student from discrimination based on caste, religion, region, language, gender, disability or other identity.
  • Ensure balanced representation, independent investigation, natural justice, time-bound grievance handling and protection from retaliation.
  • Provide proportionate consequences for deliberately fabricated complaints while protecting genuine complainants.
  • Educational institutions should strengthen knowledge, merit, cooperation and constitutional fraternity rather than deepen caste divisions.

One Nation, One Quality Education Framework

Every child should have access to a strong minimum standard of education, regardless of income or location.

  • A strong national minimum quality standard for education across India.
  • Major strengthening of government schools so they provide modern and competitive education.
  • Strict regulation of fees, admissions and educational standards in private schools and colleges.
  • Genuine access to quality institutions for economically weaker students.
  • Large-scale expansion of successful public education models such as Jawahar Navodaya Vidyalayas.

Strengthen the Public Healthcare System

Affordable, quality healthcare should remain a core public responsibility and families should be protected from catastrophic medical costs.

  • Stronger government hospitals and primary healthcare systems.
  • Effective control over unnecessary commercialisation and excessive medical charges.
  • Strict, transparent regulation of private hospitals, insurers and healthcare providers.
  • Protection of poor and middle-class families from financial hardship caused by serious illness.
  • A practical and accessible healthcare framework suited to India, drawing lessons from international systems where appropriate.

Regular & Transparent Review of Reservation Beneficiaries

Reservation should create mobility and upliftment, with transparent periodic review so benefits continue reaching genuine disadvantage.

  • Review beneficiary eligibility every financial year or at clearly defined regular intervals.
  • Update the economic, educational and social status of beneficiary families.
  • Fairly reassess families that have moved beyond prescribed eligibility thresholds.
  • Redirect available benefits toward families that continue to face genuine disadvantage.
  • Keep the entire process data-driven, transparent, lawful and constitutional.

Reservation must create mobility, not permanent dependency.

Promotion Based on Performance & Seniority

Government and public-institution promotions should primarily reward performance, competence, experience, seniority and leadership ability.

Professional advancement should give decisive importance to actual work performance, capability and service record rather than relying on caste or birth-based identity.

  • Improve institutional efficiency.

National Commission for General Category (NCGC)

Establish an independent statutory commission through an Act of Parliament to provide institutional voice, research, grievance review and policy recommendations for General/Unreserved Category citizens.

National Commission for General Category (NCGC)

IRRF Global demands the establishment of an independent National Commission for General Category (NCGC) through an Act of Parliament, with clearly defined statutory powers, responsibilities, independence and accountability.

  • Provide an institutional platform for General/Unreserved Category citizens, especially those facing economic hardship, documented caste-based discrimination or unequal access to education, employment, welfare and public opportunities.
  • Receive representations and grievances and examine documented discrimination and caste-based harassment.
  • Study educational, employment and economic conditions, including General/EWS families.
  • Analyse the impact of reservation and welfare policies using reliable data and independent research.
  • Recommend corrective measures to the Union and State Governments.
  • Submit an Annual Report to Parliament.

Institutional approach: Parliament should first establish the NCGC as a statutory body. Constitutional status may be considered later through a constitutional amendment if Parliament finds it necessary.
